how to add reference rsid_c ?

I have customised rsid-viewer application and published to install in another machine. The installation went fine in the other machine. When we try to open it in the new machine, it displays rsid_c_debug.dll file is missing error and closed. How to include the rsid_c_debug.dll in rsid-viewer project reference and get it in published folder? 

We have tried installing rsid_c_debug.dll using regsvr32.exe and got the error as per the following screenshot.

Please guide us.
